554 - What is this on the side?

Pics below of I don't know what... it is on the side of a 554. The seller has called it a dial, but... confused. Looks to me like a pencil holder!

Can anyone tell me more about it? The seller said they have never seen one before and does not know any info about it.

My queries are:

What is it?
Why attach this?
Is it a good thing to have (eg rare) on the side of a 554?
Is it stuck on or does it go into the phone and connect up?
Can it / should it be removed?
If yes to the question above - how, without leaving a mark or damaging the phone?

Yea, looks like a stick on pencil holder.  Probably from the 80's.

Here are some similar pen holders with tire ads.

They are usually held on with two-sided tape. Often the adhesive has dried out, and they can be pulled off fairly easily. If stubborn, try soaking the housing in water to loosed it.

If the housing has any color fading, you'll have a light spot to deal with.

You can consider finding a pen to display it as a period add-on.

Thanks for the replies guys, exactly what I thought it was. The seller saying it was a dial threw me. Sounds like an easy removal.
