I tried to clean that diagram, and I measured the REN load at 25Hz to 1.63 or an impedance of 4294 ohm.

Here's an internal view of the wiring which makes clear why the lines in the diagram are drawn diagonally  :o
The alloy mounting frame sure wasn't cheap, same is for soldering in all the components individually. Smarter designs had been out by the same time, yielding as much or more phone for less money.
