Swapping WE 500 dial for AE Monophone dial

Trying to rebuild an old ships phone with WE 500 425B network..ships phone has a great big metal case from WW2 but only an AE Monophone Dial that fits factory perfect into the case...I get dial tone and ring but wont dial when using the AE dial...any suggestions ?
