Title: Softening Stiff Vinyl Cord?

I have a vinyl line cord that is really, really stiff, but I can tell that it still has life in it. It somehow hasn't cracked or warped at all, so I was wondering if there was a way of softening it up, or a way to make it flexible like it was originally?

P.S; this definitely isn't wall wiring, I'm positive that it's a cord designed for usage on a phone.

Soak it in boiling water. Something like this.
