"For coughs and hoarseness due to colds" it says.  Anita suggested maybe it was issued to operators?

These were included in the Bell System First Aid kits, which are fairly common on eBay.

A couple of ingredients are a bit questionable, but, I can't see why that makeup couldn't be used today, well, not the ones in that bottle at least (probably degraded to a point where they're either inert or poisonous), though for sore throats I prefer a bit of whiskey, not for medicinal reasons, only because I wouldn't really care about the sore throat after a few shots.. ;D
