If the dial tone goes quiet when you try to dial out, but you can't complete a call, the usual problem is a dial that runs too slowly. The dial should take very close to one second to dial a "0". If it takes much longer, you should clean and lube it, or have it done by someone with experience. Steve Hilsz performs dial service for a very reasonable fee:

A simple way to check the dial speed is to dial a Zero and say "One Mississippi" at regular talking speed, if you say that before the dial has returned, then it's running slow... :)

It is not necessary to check the wiring, clean the dial, or adjust the speed since U-Verse Voice does not support rotary dials. As Doug said, "make sure you have rotary service" on your line.

I just found out that U-verse does not support dial and it took me a while , I had to take it to my sons house and he has Comcast that worked.  Thanks for all the help.    Logan1

Now that I no that u-verse will not work for dial out, If I get a tone pulse converter like the dialgizmo can I make it dial out  on the u-verse line.     Thanks

The U-Verse line will support tone dialing, so the answer is yes, one of those tone converters will allow it to "dial" on your line.
