Strange Tool Listed As Payphone Vise Grip??

Juat came across a strange tool that the seller has listed as a payphone vise grip. I don't think he is assuming correctly. Anyone have an idea of what they might really be?

Seller description:

"I am not sure what these are but they are marked that they were once owned by GTE phone company. I purchased them with a bunch of other phone equipment at an auction. There were a bunch of Lineman tools and payphones at the auction. The tools have a hydraulic pump on them that brings the center piece out to apparently tighten or grip something. The width of the item seems to be about the size of a payphone."

I believe they're a hand hydraulic crimper tool for 3M splicing modules.

The tool & splicing module appear to be related to the telecommunications industry, but I don't see any connection to payphones.
