My educated guess: With older Bakelite handsets etc, usually the fibers are embedded more toward the center of the material, with a thin layer of Bakelite coating the outer most layers (think of a fiberglass boat hull with gel-coat). However....as with any buffing, grinding, cutting etc, there will always be fine particles thrown off of the work piece or the wheel/tool. Eye/face/lung protection cant hurt regardless.
