70s 554 ITT Ringer Help

Team, not sure what I'm overlooking here, got dial tone, can send and receive calls but no ringing.  Have gone over it back and forth and not sure if I'm missing something simple, can you please look at the wiring and see what I could have wrong?  Thank you...Tim

Harmonic Ringer designed for party lines, responds only to certain frequency, not the 20~ you may have.

Couldn't I place a cap in line, have done it before on an older 500 but can't recall where I need to place.

Try sliding the weight all the way to the end of the rod.
