Area Code 423, formed by a split from 615 in 1995 shows that the 968 exchange is served by United Telephone-Southeast-Tennessee . The exchange is located in Bristol and is switched by a Nortel DMS-100 located at 608 Shelby St, Bristol, TN.

You didn't specify which photo but I assume you are referring to the modern looking switch.

From your description neither the wires or switch appear to be original to the set and without knowing what other wires are attached to the "G" and "L2" terminals it is unknown what function it was used for.

However, as unbeldi has already mentioned, some pabx's used them for transferring calls and other such features.

Always a good idea to search the whole state, rather than just the one area code, since the area code printed on an old number card may serve a much smaller area now than it did when the card was originally printed.

Usually, the largest city (for example, Atlanta and close-in suburbs) or the capital (Talahassee) retains the original area code, when area codes split. But splits are rarely used any more, because of assignment of 1000 number blocks, rather than complete NXXs (10,000 numbers); combining rate centers (meaning fewer NXXs needed for a given CLEC);, and, especially, the general preference for overlays rather than area code splits.

California probably holds the record for the most splits, where the same subscriber may have had to change area codes several times over the years, even  if he didn't change providers.

Another possible application would be for use on a ground-start line where the telephone was used for testing in the phone room of a pbx, or a hacker using it on a coin-line to defraud the telephone company.
