I don't believe it's a cigar cutter.

If it is, it certainly is a poor one.  A good cigar cutter should hold the end of the cigar firmly so the blade will cut cleanly.

An internet search for cigar cutter image shows a lot of more sensible designs.

I agree,  I do not see a hole for tip of the cigar to cut off.

I've seen others like this.  It's just a pocket knife with a circular form-factor.

i have to admit that i have never used a cigar cutter.
there are some other coin-shaped knives, described as cigar cutters, linked to this sale under 'view similar items'  (2 pics below).........ebay page.

We all know ebay isn't the source for rational item descriptions.

Try searching ebay for "princess telephone" and see what you get!   ;)

I'd be more convinced if one appeared on a site that specializes in cigar cutters, like:

I located my circular knife.  If you look closely at the blade on the right, you can see that it is actually a serrated nail file, conclusively demonstrating that it is not a cigar cutter.

unless of course what you have there is an example of that rare and desirable object  :  the combination stogie-snipper and manicure set.
