Stromberg 1243 wf with tube

Picked up this SC 1243 WF, mainly for parts, but it turned out to be an interesting find.  This one has a tube for tip and ring ringing.  I have tried bypassing the tube and wired the ringer directly to the network but the 200595 B network acts like there is no condenser and takes the line off hook.  Could it be that the network doesn't have a condenser since it has a 3 conductor line cord for the tip and ring ringing?  Does the tube act as the condsenser?  Or could the condenser in the network be bad?

Did you remember to remove the strap G-C1?

If I remove the tube wires, and then remove the strap, the ringer works perfectly.  Thanks!  Is there any way to wire the tube back into the circuit, or does the tube not work properly with the three line wiring it's designed for?  L1, L2, G.
