What kind of phone sign is this? It is on eBay.

Did someone forget that it's to be a Bell, not a Shield?

Sign was used by independent telephone companies. Meaning they were not part of the Bell System. Many independent telephone companies used the shield as their symbol just like the Bell system companies used the bell as their symbol.
