MFP (stamped on the base) indicates the military phones that have been treated for moisture etc I think?

I just uncovered an AE40 with a black felt bottom cover that has what is left of a paper label still attached. I assume that that indicates it is a factory job...

Yes I would say so. I believe that all of these that I have seen with felt bottom covers had a paper label or remnants of one.
