 :( Can someone please tell me what the position the switch is in on this schematic. I'm assuming its in the "ON" position, but I need a second opinion.

I go by the assumption that most electric/electronic schematics show an un-powered state , For phones this would be on-hook (off).
This is an old standard that has been around for a long time.
