Interesting Dial Configuration

I have some convertible phones with dials which can be rotated, but this is different ???

Looks to me like the photo was reversed.  The letters on the set, albeit fuzzy when enlarged,  don't look right.

At first I figured someone put the dial in upside down.  With my limited Photoshop skills I mirrored the image to make it appear correct.

How could someone accidentally get the picture backwards? I could understand it back in the days of film and negatives.
