I don't have a 7130 on my 616, so I don't know what you are up against.  I only use my 616 with regular old analog phones, and I have the default program. 

My suggestion would be to try using it without the 7130.  Who knows, either the 7130 or the 616 itself may have a problem that you inherited from a previous owner that was not disclosed.

By the way, you don't need to disconnect the battery every time you restart the machine.  The battery saves the programming, but it does not save system states when something causes it to crash.

Checked my box today and found that the connectors have six contacts. The outer pair is unused, the middle pair is for programming purposes and the inner pair is tip and ring.

I think it may be shorting issue when using a 4 conductor line cord.
But right now the dog has come into the house covered in something foul and evil-smelling. Looks like I'm bathing the dog and not wrestling with the PBX!

I'd suggest bathing the PBX and fastening the dog to the wall.
