Long Arm restore. What should I do

Question.  What should I do with this: clean, etch,and paint it? See if I can get it powdercoated? Or just clean it and leave it the way it is? I want to keep the wall phone as original as I can but I'm kind of torn on how I should approach the restoration of this long arm.
ANY ADVICE WOULD BE REALLY HELPFULL AND APPRECIATED.

If it were mine, I would just take it apart, sand it lightly with ~200 paper, clean thoroughly, and spray it with a couple coats of black primer, sand again very lightly (& clean) and follow with a couple of coats of satin black enamel (or gloss if you prefer).  This isn't likely to see a lot of handling, and wouldn't justify the cost of powder coating (which they wouldn't have used back in the day). 

When painting metal parts, when the parts are dry to the touch, I preheat my oven to 200 F, turn it off and put the parts in there until it cools down.  This will greatly speed the curing of the paint.
