I have never seen a Navy AE 40 with these kind of locks, usually it has the locking mechanism in pic 3.

These locks are usually on an AE 50 in pic 4. ....Doug

I would recommend using the same set up that many pay phone collectors use. It is on here somewhere but I could not locate it with a quick search. Basically just cut a piece of wood, one by works, at a 45 degree angle. Attach one piece securely to the wall and the other piece to the back of the phone. Slip it on and you are done!

Back to front.  Cow, ?, ?, large Dome, small Dome (Boobie), Tea (Liberty), small Sleign, large Sleign, Garland, ?, Flat dome, Glass, Wood, Mikado.   What others ones do you have ??

It's more likely that this series of sets was packaged with (or for) SC ringers for a large (possibly repeating) customer order.

That does seem more likely. They might have just used the SC ringer suffix codes for all their independent orders requiring frequency ringers. That would make me think they had a code table somewhere for those type orders.
