Wall Box Telephone Part on Ebay?

I saw this on Ebay and am curious about what it is. The title initially said Dial Telephone, so I contacted the seller and asked about the dial. He responded it was a mistake and took off the Dial text.
Was it off a pay phone?

It looks like an intercom or apartment phone.  Its not from a pay phone.
