Kellogg All Steel Subset Gongs Too!

I think this is a Kellogg, I have had it for many years. I used to get them from a collector in Chicago, $6 each, 9 would fit in a Box that cost $12 to ship to me, so it was a while ago 

They came as is, some I got to work others like this were too rusted out.

Trying to get the rust off the outside for display I noticed the gongs were steel as well, yes a magnet sticks to all. I never notice steel gongs with any other maker, always Brass.

I have glass and wood but do not remember steel....any opinions??...Doug

I never saw steel bells this far back either, only in the 40s due to the war effort.  Maybe Kellogg did the same thing during the 1st World War?
