Western Electric SD Ocean Cable paperweight. SD was developed in the early 1960s as a superior replacement for the types of undersea cables in use at that time.  In SD cable the steel support strand runs through the center, whereas older cables used an outer steel mesh (similar to familiar coax cable) to provide the strength.  This innovation resulted in a lighter and more flexible cable which, while just as strong as earlier styles, was easier and less expensive to deploy.  There is extensive info on the internet for those who would like to learn more.

Due to its fragile construction, this paperweight is very difficult to find in such nice condition.  Often, the lucite is cracked or broken.
