AE rotaray dial 3 slot payphone

Just picked up my first AE rotary dial 3 slot pay phone. works good as a home phone, also accepts coins to out going calls. When party answers you put in coins to be able to transmitt. Question i have is dial tone volume is low when calling out until you put coin in then the volume is normal. Is that how it is supposed to operate ? Going to try to  share pics.any advice appreciated. Also do you need some type of controler to limit time of your call. Can't post picture of main board at this time to large of a file. This phone was refurbished in 1976 it has teltronics blue borads
