Any idea why coins get stuck on this round item in the picture?  I would put a coin in the slot and if I hit the coin release nothing happens.

Is that round piece supposed to be there?  Is it stationary?

The phone is not set up for collecting coins since it is not getting signals from the central office. I think you can tie that piece back. Remove the plastic shield and IIRC you need to lift the metal part that activates it and then pull it back & zip tie it.

This lever, circled in yellow, is what moves it. You need to remove the plastic cover then I think work from the side.

The coin release button is a mechanical device to dislodge stuck coins, totally contained in the upper housing. It has no effect on the coin relay.

Any idea how to allow coins to empty into the coin box?

As I stated earlier the lever for the coin trap has to be tied or otherwise fixed back.
