Anyone know the purpose of this AE Dial?

It looks like a typical AE dial but the leaf pileup is much different.

The pulse leafs look "normal" but the shunt leaves are actuated by a strange red fiber disk with 3 "pulse pins".

These are the only images posted in the eBay listing:

Seems to be stamped 800A. The number ring and finger wheel are not included.

So, does the number of pins on the red fiber disk identity a specific dial?

If so, would this dial be party #3?

And if so, there could be up to 10 distinct or unique dials on a line - 1 to 10 pins?

I can see where that top red fiber disk could be easily removed and replaced with a disk with more or less pins, simple 3 screw removal.
