Kellogg ?

I've had this phone for awhile. I'm getting around to putting a network in it. It's messy, but I will clean it up and change the crimp connectors and yellow wires.
But I'm wondering if is really a Kellogg phone or something else. It's hard to see in the photos. But it has a number of 28018 stamped on the front under the shelf.
If it is a Kellogg, do you know when it might have been made?

I'd say it sure looks like a kellog phone, based on the magneto.
