Is this stick a Kellogg Base with a Stromberg Kansas City Perch?

I picked up an auction lot of mostly SC parts that had this white painted stick in one picture. No picture of the perch.  I figured it was a Kellogg and bought the lot for other items. Upon closer inspection it looks to have a Kellogg shaped base but the collar at the base didn't look correct. Also,the one piece perch has a very nicely constructed mechanism. The transmitted cup is blank nickel and two piece bolted construction. Could this be an older SC perch and cup for a 1904 Kansas City model SC stick? According to the note in Joe Utz' book on page 48, the switch is in the shaft of this model so that if it is a Kellogg base it may also be a Kellogg shaft and arm. The arm has a patent pending mark as 89 shown which seems like a good thing. The side bolt on the collar looks homemade and rough as does the terminal strip in the base--and done a long time ago. I have an embossed SC transmitter face that needs an early SC stick and I think I could put up with a black SC base and shaft until I found  a #4 receiver and a (ha) nickel SC one like a true Kansas City stick would have. The nickel on the base this stick came with is very nice though and the bottom plate seems original to whatever model and make this is.

Any other ideas or guidance from those more knowledgeable? What is what?

Thanks. Found a Kellogg with this perch. On line.  I will do more research on this model which I am guessing is older than the ones I am used to seeing with a more cone shaped perch joint
